Student representatives of the administration

In the University of Oulu students are represented by student representatives. They are also called hallopeds (from Finnish ”hallinnon opiskelijaedustaja”, which translates to student representative). A student representative is the voice of students in decision making. There are more than a hundred student representatives in the University of Oulu. They have in the University’s governance ranging from the Board of Directors to Degree Programme Committees. The organs are described by subject matter below.

Any OYY member can apply for a position as a student representative. These members include all bachelor and master’s students in the University of Oulu. Doctoral researchers who have become members of OYY can also apply for halloped positions. 

Student representatives are chosen for a term that lasts for two years, the next term is 2022-2023. Resignation from a halloped position is possible in the middle of a term, for example when graduating or in case of other changes in life situation.

Decisions regarding the University community and its development happens in organs, like management groups, working groups and committees. All organs defined by the law and the University’s rules have student representation in the form of a student, who can ensure that students can influence issues in the community, and that students are informed about decisions that are being made. Student representatives are called hallopeds.

Legally the highest power in the University is used by the Board of Directors and University Collegium. The highest power in faculties is used by the Faculty Board, and the decisions are executed by the Management Group and Education Committee. There are also numerous working groups with different themes in the University, such as international issues, equality, or well-being. Student representation is also chosen for the FSHS and campus restaurant organs. 

Student representatives are true members of their organs and take part in the organ’s meetings and other discussion. The number of meetings depends on the organ, but in general organs meet once a month or a couple of times per term. As a student you gain

valuable networks and influencing experience. Some organs also pay allowance per meetings and grant study credits. 

Representing in the Board of Directors of the University of Oulu offers a great deal of power and responsibility, because the Board has the highest executive power in the University. The operations of the Board are directed by the tasks set to it, which includes managing the University’s finances, operations, assets and strategy. The Board approves the University’s significant agreements and regulations as well as selects the Rectors. The Board also has power over education as it annually approves the degree program portfolio, i.e. decides on the new degree programs and the number of freshers at the University of Oulu each year. The operations of the Board are set in the Finnish Universities Act and in the regulations of the University of Oulu.

Two student members are selected for the Board for a two-year term. Application for the term 2022-23 has been from the 20th of Sept. 2021 to the 4th of Oct. 2021. The members are appointed the 12th of Oct. The members of the student union, who have submitted their applications within the application period and are registered as present in their studies in the University of Oulu are eligible to apply.

The remit of the board is to
(1) determine the main objectives of the university operations and finances, the strategy and steering principles;
(2) decide on the operating and financial plans and the budget of the university, and to prepare a financial statement;
(3) be accountable for the management and use of the assets of the university, unless the board has devolved the power to the rector;
(4) arrange the supervision of the accounting and asset management;
(5) approve agreements of major importance or fundamental consequence for the university and issue opinions on important matters of principle concerning the university;
(6) approve the agreement with the Ministry of Education and Culture referred to in section 48 on behalf of the university;
(7) elect the rector or rectors and decide on the division of work between them and to dismiss the rector from his or her office if there is a legitimate and justified reason for it in consideration of the nature of the office;
(8) approve the university rules of procedure and other corresponding rules pertaining to general organisation and decide on the operational structure of the university;
(9) submit a proposal to the Ministry of Education and Culture concerning any change in the educational responsibilities of the university;
(10) decide on the number of students to be admitted to the university.

The University Collegium of the University of Oulu is, alongside the board, our university’s most influential body. The jurisdiction and assembly of the University Collegium governed by public law is regulated in the Finnish Universities Act. The collegium is responsible, for example, for making decisions pertaining to the board’s number of members and confirming the selection of new members, as well as confirming financial statements and annual reports. In addition, the collegium releases the board from liability and relieves board members from their duty. For the term of student representatives of 2022-23, the Collegium selects the majority of the members from outside the University in the Board. A comprehensive list of the collegium’s statutory duties can be found at the end of this call. The collegium generally assembles twice a year, on top of which meetings with the Oulu University Collegium’s student group as well as other co-operation will require members to reserve some time.

The remit of the university collegium is to
(1) decide on the number of members on the board and the duration of the term of office of the board and its members;
(2) elect the members referred to in the University Act section 5 (4) to the board;
(3) confirm the election of board members by the university community groups;
(4) dismiss board members by proposal of the board;
(5) select the financial auditors of the university;
(6) confirm the financial statement and the annual report of the university and discharge board members and rectors from liability;
(7) decide on the bringing of an action for damages against a board member, rector or financial auditor

Education Council

The Education Council supports the University Board of Directors and the rector in advancing education, provides initiatives regarding education policy as well as initiatives for developing teaching and evaluates the quality of University education. The Council has a significant part on managing the strategy of education of the University of Oulu. The chairperson of the education council is the vice rector of education.

Education management group

The Education Management Group is the highest educational affairs organ at the university. It gathers the Vice Rector for Education, Director of Academic Affairs, and the Education Deans of all faculties to work on the management, development and strategies of education.  The Education Management Group comprehensively discusses the university’s educational objectives and development of education. Members of the organ get to directly influence the outlining and implementation of the university’s education. The group is a direct link to the Education Committees of the Faculties. It holds meetings approximately once a month, on top of which some time must be reserved for perusing the meeting materials on the preceding days.

Management Group of Teacher Education

The Management Group of Teacher Education coordinates the execution and development of teacher education concerning all the faculties of the University of Oulu where teachers are educated as well as the teacher training schools. The management group must be referred to by the faculties and the Education Council when making decisions on teacher education impacting several faculties.

Current student members

The Board of Examiners is a legal University organ that handles student admission, study credits, tuition fees and rectifications of accreditation of studies taken elsewhere. Rectifications are handled according to the University of Oulu Regulations 24§ and 27§ as well as 82§ of the Universities Act. Measures for rectification are also outlined in the Administrative Procedure Act. Acting in the Board of Examiners requires some knowledge of measures for rectification and students’ due process. OYY’s academic affairs specialist trains the student representatives for their task and supports their actions. The organ also includes professors and other teaching staff. The Board of Examiners meets when necessary, as rectification requests must be handled within a fair time frame. The meetings tend to be more focused in the fall due to admissions rectification requests.

Faculty Management Groups

A faculty’s Management Group supports the faculty’s dean with the faculty’s management and development and the implementation of strategy. The Management Group oversees operative leadership according to the leadership of the Faculty Board and strategy. The Management Group can also manage the faculty’s research if the faculty does not have a separate Research Management Group. In this case the Management Group prepares the operations plan for research and assesses the quality of research. In addition to students the Group includes the dean, education dean, service manager, research unit leaders and other staff.

Faculty Boards

Faculty Boards are legal administrative bodies in faculties with multiple members (Universities Act §27). They handle the management of the faculties alongside deans and the Faculty Management Groups and decide on the faculty’s broader actions. The faculty board is tasked with, for example, the preparation, resource planning and implementation of the faculty’s operational programme, approval of the faculty’s action and financial plan as well as its personnel plan. Additionally, the Faculty Board follows and guides the communications of the faculty’s affairs to the personnel and students. The rector hears the Faculty Board when choosing a dean or educational dean. 

In addition to students the Faculty Board, according to the University Regulations 8§ includes the dean, faculty staff and external members who have expertise on the faculty’s areas of competence. The Boards meeting times vary, most meet a couple of times per semester.

The faculty board is tasked with assisting the faculty’s management in the following matters:

1) the preparation and implementation of the faculty’s operational programme;
2) the preparation of the faculty’s action and financial plan as well as its personnel plan;
3) monitoring the faculty’s activities and finances; and
4) communicating the faculty’s affairs to the personnel and students

Management Group of UniOGS

The task of the UniOGS Management Group is to support the dean of UniOGS in leading and developing doctoral training and implementing the strategy of the University. Only Doctoral Researcher of the University of Oulu are eligible for the management group of UniOGS. See more info below (“For Doctoral Researchers”)

Education Committees of faculties

The Education Committee is the highest education focused organ in the faculty. It is tasked with preparing the education action plan, curriculums and evaluating the quality of education. The Education Committee can also have other tasks given by the Faculty Board or dean, such as the tasks of Degree Programme Committees, if that organ is not named. The Education Committee develops educational actions based on student feedback. Students’ opinions are highly valued in the organ.

The Teaching Development Group of the Oulu Extension School (TOPIK)

The Oulu Extension School (TOPIK) organises language and communications studies for the University’s degree students. The unit also organises adult education as professional updating education and co-ordinates the University’s alumni actions. It also supports faculties and degree programmes with work-related studies. The Teaching Development Group of the Oulu Extension School discusses, for example, the feedback system of language and communications studies, course updates and professional education quality and functionality.

Doctoral Training Committees of UniOGS

The Doctoral Training Committees direct, develop and evaluate the activities of the doctoral degree programs in the specific fields of the Committee. The Committees e.g. assess admission applications, doctoral training plans and final PhD theses. Additionally the Committees are also responsible for organizing field-specific doctoral training. The Committees gather approximately once a month. Only Doctoral Researchers of the University of Oulu are eligible to work in the Doctoral Training Committees. This part describes the organs that are only eligible for doctoral researchers of the University of Oulu. Doctoral researchers are eligible to apply to many other positions as well (excluding faculty specific organs, see separate eligibility). Eligible for the organs are doctoral researchers in the University of Oulu Graduate School.

UniOGS Management Group

The task of the UniOGS Management Group is to support the Dean of UniOGS in leading and developing doctoral training and implementing the strategy of the University. The Management Group discusses e.g. the development of doctoral training processes, admission times and admission criteria and the amount of travel grants. The doc researcher member of the Management group works as a Chair of OYY’s Doctoral Researchers’ Section and the deputy member as the Vice Chair. Doctoral Training Committees

There are four Doctoral Training Committees in the University of Oulu Graduate School: Human Sciences, Technology and Natural Sciences, Health and Biosciences and Technology and Electrical Engineering. The Doctoral Training Committees direct, develop and evaluate the activities of the doctoral degree programs in the specific fields of the Committee. The Committees e.g. assess admission applications, doctoral training plans and final PhD theses. Additionally the Committees are also responsible for organizing field-specific doctoral training. The doctoral researcher members in the Committees are important advocates for doctoral researchers when planning their education. The Committees meet approximately once a month.

Research Council

The Research Council of the University of Oulu supports the rectors in advancing scientific research and sustaining scientific discussion. The Research Council handles scientific conventions and evaluates the quality of research. The council discusses e.g., new scientific directions, doctoral training, recruitment, ethical principles of research and quality assurance of research. The chair of the organ is the Vice Rector of Research in the University of Oulu. The council also includes professors. The Research Council is an excellent place to network with the people in charge of research in the University of Oulu and influence the development of research activity in our University. The council meets approximately once a month.

The Working Group for International Affairs discusses multidisciplinary issues related to international communities of higher education. One student representative appointed by the Executive Board of OYY and one member of the Executive Board of OYY represent students in the Working Group. The Working Group works in English.

FSHS’s Health Working Group (Oulu-Kokkola)

The FSHS’s Health Working Group promotes health and consists of the FSHS health centre of Oulu, the University of Oulu and its student union as well as the University of Applied Sciences of Kokkola and other parties. The working group designs and implements plans to promote students’ health, actively keeps in contact with other operators and spreads awareness of health knowledge on a local level.  In addition, the working group trains the FSHS staff for health promotion by educating the staff about student life. The working group organises a well-being week annually for the university community.

The Student Wellbeing Working Group

Student Wellbeing Working Group promotes the well-being and studying abilities of students as well as the consideration of students as members of the university community. The Working Group comprehensively processes matters pertaining to students’ wellbeing, studying abilities, financial situations, living and communality, as well as to the guidance and progress of their studies. The Working Group also acts as a link and a coordinator between the work of different operators that promote the well-being of students. In addition to the Student Union, different operators of the University, the FSHS and the united parishes of the city of Oulu are represented in the multi-professional group. The Working Group holds meetings approx. once a month.

Equality and Diversity Committee

The Equality and Diversity Committee is responsible for the equality and diversity work at the University of Oulu. The committee gathers and transmits information about equality and diversity issues and arranges training and events. The committee also prepares the equality and diversity plan of the University of Oulu and superintends that the plan follows through. The committee consists of students as well as staff members. It holds meetings a few times a semester and operates mainly in English.

The Ethics Working Group

The Ethics Working Group of the University of Oulu evokes discussion about ethical values and suggests ways of making those values visible. The Working Group also participates in the discussion of ethical education, supports faculties in establishing ethics committees and supports their operation, as well as organises and participates in events and meetings where ethical matters are discussed at a University level as well as on a national level. Additionally, the working group may assume special tasks during terms.

Working Group of Sustainable Development

The Working Group of  Sustainable Development is appointed to advance sustainable development in research, education and in societal communication and is also responsible for the guidance and supervision of those. 

The working group’s tasks include:

  • Guiding and counselling parties of the University of Oulu
  • Supervising actions of sustainable development and reporting about those to the management 
  • Processing initiatives pertaining to sustainable development from the advisory committee
  • Supporting co-operation at the university and in the surrounding society with operators pertaining to the working group’s subject 
  • Designing and observing the sustainable development and global responsibility programme of the University of Oulu

The Sub-Working Group of Education for Sustainable Development of the University of Oulu 

The Sub-Working Group of Education for Sustainable Development is appointed to advance study modules in future sustainable development at the University of Oulu. The working group has, for instance, designed a pilot course on sustainable development. Next, the working group’s objective is to expand the study module into a subsidiary subject during 2022. The sub-working group consists of specialists from several faculties as well as student representatives.

The Restaurant Working Group discusses the activity of the Uniresta restaurants at the University of Oulu. The Restaurant Working Group discusses the activity of the Juvenes restaurants at the University of Oulu. The Restaurant Working Group processes customer feedback and plans and develops the activity based on the feedback.
